Taiwan Security Monitor

Taiwan Affairs Office: Taiwanโ€™s future lies in the peaceful development of cross-Strait relations and national reunification.

At the June 3 State Council Taiwan Affairs Office press conference, a reporter asked: Recently, Taiwanโ€™s legislature reviewed a new special budget of nearly NT$300 billion for arms purchases from the United States. Multiple political parties and groups on the island protested the DPP authoritiesโ€™ single-minded pursuit of U.S. arms purchases and called for strengthening cross-Strait dialogue and sharing the dividends of peace. What is the spokespersonโ€™s comment?

State Council Taiwan Affairs Office spokesperson Zhu Fenglian responded that, in pursuit of the political self-interest of โ€œTaiwan independence,โ€ the DPP authorities are engaging in militarism and โ€œpreparing for war to seek independence.โ€ They are intensifying their waste of the hard-earned money of Taiwanโ€™s people, willingly acting as an โ€œATMโ€ for the U.S. military-industrial complex, and are willing to turn Taiwan into a โ€œpowder keg,โ€ coercing the public into becoming โ€œTaiwan independenceโ€ cannon fodder and pushing Taiwan compatriots into the dangerous situation of war and conflict. All sectors of Taiwan society have already expressed strong dissatisfaction and firm opposition to this, Zhu said.

Taiwanโ€™s future, and the security, interests, and well-being of Taiwan compatriots, lie in the peaceful development of cross-Strait relations and national reunification, Zhu said. She expressed hope that Taiwan compatriots will recognize the extreme danger and harm of the DPP authoritiesโ€™ stubborn adherence to a separatist โ€œTaiwan independenceโ€ line, firmly oppose โ€œTaiwan independenceโ€ separatism and external interference, and work together with the mainland to return cross-Strait relations to the correct track of peaceful development, while effectively safeguarding peace and stability in the Taiwan Strait as well as their own security and well-being.

Taiwan Affairs Office: If the DPP authorities dare to sell out the interests of the nation, they will inevitably be rejected and punished.

At the June 3 State Council Taiwan Affairs Office press conference, a reporter asked: Recently, the leaders of Japan and the Philippines issued a joint statement emphasizing the importance of peace and stability in the Taiwan Strait and announcing the launch of so-called โ€œmaritime delimitation negotiations.โ€ The DPP authorities echoed this. What is the spokespersonโ€™s comment?

State Council Taiwan Affairs Office spokesperson Zhu Fenglian responded that there is only one China in the world, and Taiwan is part of China. The maritime area that Japan and the Philippines have announced they intend to delimit lies east of Chinaโ€™s Taiwan Island. Their so-called โ€œdelimitation negotiationsโ€ seriously infringe upon Chinaโ€™s maritime rights and interests, seriously violate international law and the basic norms of international relations, and are completely illegal and invalid.

Compatriots on both sides of the Strait belong to the Chinese nation, Zhu said, and should stand firm on the position of the nation, uphold national righteousness, jointly safeguard national sovereignty and territorial integrity, and protect the overall interests of the Chinese nation. If the DPP authorities dare to attach themselves to external forces and sell out the interests of the nation, they will inevitably be rejected by compatriots on both sides of the Strait and punished by history.

Taiwan Affairs Office: Mainland China Coast Guard law-enforcement patrols in the relevant waters are a normal performance of duties.

At the June 3 State Council Taiwan Affairs Office press conference, a reporter asked: Recently, the Fujian Coast Guard conducted law-enforcement patrols in waters near Kinmen in accordance with the law. Taiwanโ€™s Coast Guard Administration said the mainland coast guard was โ€œattempting to create the false impression that it has jurisdiction over Kinmen waters.โ€ What is the spokespersonโ€™s comment?

State Council Taiwan Affairs Office spokesperson Zhu Fenglian responded that both sides of the Taiwan Strait belong to one China, and that Taiwan, Penghu, Kinmen, and Matsu are all part of China. Mainland coast guard authorities conducting law-enforcement patrols in relevant waters in accordance with the law, maintaining order for maritime operations, and safeguarding the lives and property of fishermen on both sides of the Strait are normal acts in the performance of their duties.

Taiwan Affairs Office: โ€œFujian Super Leagueโ€ launches a series of Taiwan-focused activities to support the construction of a demonstration zone for integrated cross-Strait development.

At the June 3 State Council Taiwan Affairs Office press conference, a reporter asked: Recently, local โ€œprovincial super leaguesโ€ across the mainland have been held with great enthusiasm. In particular, the โ€œFujian Super Leagueโ€ has launched a series of distinctive Taiwan-focused activities, drawing strong attention from many Taiwanese compatriots. Could you introduce the relevant situation?

State Council Taiwan Affairs Office spokesperson Zhu Fenglian responded that, as everyone has seen, this summer, the viral memes of the โ€œJiangsu Super League,โ€ the cross-Strait sentiment of the โ€œFujian Super League,โ€ the cheerleading squads of the โ€œGuangdong Super League,โ€ the โ€œrise upโ€ chants of the โ€œSichuan Super League,โ€ and the lively atmosphere of the โ€œNortheast Super Leagueโ€ have ignited the passion and enthusiasm of football fans on both sides of the Strait every weekend.

To support the construction of a demonstration zone for integrated cross-Strait development, the โ€œFujian Super Leagueโ€ recently launched three innovative Taiwan-focused activity series. First, โ€œinviting you to participateโ€: dedicated roster spots have been opened for Taiwanese compatriots, with each Fujian Super League team allowed to add two Taiwanese players. Second, โ€œinviting you to watch matchesโ€: home venues across the leagueโ€™s competition areas will invite Taiwanese compatriots to Fujian to watch games, launch a short-video collection campaign titled โ€œCross-Strait Fans Cheering Together in the Same Frame,โ€ and invite cheerleading teams with Kinmen and Matsu characteristics to perform on the same stage as Fujian cheerleading teams. Third, โ€œinviting you to exchangeโ€: each competition area will proactively connect with teams from Taiwan, Hong Kong and Macao, as well as overseas Chinese communities, to hold regular friendly exchange matches. Xiamen, Pingtan, and other locations will each host at least one special exchange match between Fujian Super League teams and city teams from Taiwan.

Taiwan Affairs Office: We welcome Taiwanese compatriots, including internet influencers, to share what they have seen and the opportunities they have encountered on the mainland.

At the June 3 State Council Taiwan Affairs Office press conference, a reporter asked: Taiwanese internet celebrity โ€œGuanzhangโ€ recently livestreamed visits in Sichuan and Chongqing, checking in at the Chongqing Anti-Japanese War Sites Museum, visiting the Zhang Xue motorcycle factory, watching Sichuan opera face-changing and giant pandas. Other Taiwanese internet celebrities also climbed to a height of 178 meters to overlook the Xiamen-Kinmen Bridge and traveled to Yichang to measure the Three Gorges Dam on foot. These activities have drawn significant attention from internet users on both sides of the Strait. What is the spokespersonโ€™s comment?

State Council Taiwan Affairs Office spokesperson Zhu Fenglian responded that, during this period, โ€œwe have seen a number of Taiwanese internet influencer friends visit and livestream from Chongqing, Sichuan, Fujian, Hubei, and other places,โ€ sharing with people on the island scenes and impressions of checking in at scenic sites across the mainland, tasting local food, exploring museums and major engineering projects, learning about history, experiencing distinctive culture, joining the daily lives of mainland compatriots, and interacting with mainland young entrepreneurs and businesspeople to discuss cooperation.

Many internet users on both sides of the Strait, especially Taiwanese netizens, responded enthusiastically, expressing hope for more similar goodwill interactions and objective introductions, Zhu said.

โ€œSeeing is better than hearing a hundred times; meeting in person creates a measure of affection,โ€ Zhu said. โ€œWe welcome Taiwanese compatriots, including Taiwanese internet influencers, to come to the mainland more often to look around, understand and introduce the mainland in various ways, and share with more friends their real experiences and the development opportunities they encounter on the mainland.โ€

Everything To Know About Taiwanโ€™s New Littoral Combat Command

Author: Noah Reed & Chris Dayton

On July 1, 2026, Taiwan will formally stand up the Littoral Combat Command (ๆฟฑๆตทไฝœๆˆฐๆŒ‡ๆฎ้ƒจ, LCC), integrating the Republic of China Navyโ€™s (ROCN) anti-ship missile, coastal and mobile radar, and unmanned systems into one unified force. The LCCโ€™s headquarters will reportedly be located along Taiwanโ€™s west coast in Huwei Township, Yunlin County. Taiwanese President Lai Ching-te is expected to preside over the establishment ceremony.[i]

Once established, the LCC will be responsible for the defense of the seas surrounding Taiwan and the outlying islands. While most of its assets will reside on Taiwan proper, the LCC will inherit several anti-ship and radar positions on the Penghu and Matsu Islands.

Map: Visualization of LCC Anti-Ship Missile Inventory & Estimated Ranges.

Organization

The LCC will absorb several older ROCN units,[ii] including the Hai Feng Group (ๆตท้‹’ๅคง้šŠ) and the Ocean Surveillance and Reconnaissance Command (ๆตทๆด‹็›ฃๅตๆŒ‡ๆฎ้ƒจ). The Hai Feng Group was previously responsible for the operation of stationary and mobile anti-ship missiles (the Hsiung Feng II & III), while the Ocean Surveillance and Reconnaissance Command was responsible for stationary and mobile radar systems and reconnaissance UAVs.

Notably, the LCC will not incorporate the ROCNโ€™s 131st Fleet, which is comprised of missile boats, despite earlier reporting.[iii] This change was apparently due to a reassessment of operational requirements from the ROCN, which concluded that the missile boat and minelaying fleets did not require integration into the LCC.

The Hai Feng Group, which was previously organized into fixed and mobile batteries assigned under a battalion system, will be reorganized into four anti-ship strike groups: northern, central, southern, and eastern.[iv] Each of these strike groups will have both fixed-site and mobile launch units. The exact distribution of assets between the strike groups is unclear at present.

Security for fixed and mobile anti-ship missile launchers when deployed will be provided by the Republic of China Marine Corps (ROCMC), likely from the ROCMCโ€™s Air Defense and Security Group.[v]

Equipment

Procurement and delivery of anti-ship missiles, particularly RGM-84L-4 Harpoon Block II missiles and their associated systems, were among the issues that impacted the LCCโ€™s establishment timeline. At present, Taiwan is reported to have only 32 launchers and 128 missiles, although delivery of additional purchased Harpoon systems is expected before the end of 2026.[vi]

Anti-Ship Missile SystemReported Maximum Range
Harpoon Block II124km[vii]
Hsiung Feng-II140-150km[viii]
Hsiung Feng-III150-200km[ix]
Hsiung Feng-IIB250km[x]
Hsiung Feng III-ER400km[xi]

Taiwanese defense officials have claimed that, once the remainder of the Harpoon missiles are delivered, Taiwan will have the โ€œworldโ€™s densest anti-ship missile networkโ€ with an inventory totaling more than 1,400 missiles.[xii] The LCCโ€™s inauguration is intended to improve the dispersal and survivability of Taiwanโ€™s missile inventory.

Taiwan Affairs Office: The DPP authoritiesโ€™ so-called claim that the two sides of the Strait are โ€œnot subordinate to each otherโ€ is a separatist position that disregards the facts

At the State Council Taiwan Affairs Office press conference on May 27, a reporter asked: Regarding the State Council Taiwan Affairs Officeโ€™s criticism of Lai Ching-teโ€™s promotion of โ€œTaiwan independenceโ€ fallacies in his speech marking the second anniversary of his inauguration, Taiwanโ€™s Mainland Affairs Council said that โ€œTaiwan has never been ruled by the Peopleโ€™s Republic of China and is not part of it; this is an objective fact and also the status quo in the Taiwan Strait.โ€ It said it hopes the mainland will pragmatically face the reality across the Strait and the mainstream public opinion in Taiwan in favor of โ€œmaintaining the status quo,โ€ and resolve differences through dialogue with Taiwanโ€™s โ€œdemocratically elected governmentโ€ without setting preconditions. What is your comment on this?

State Council Taiwan Affairs Office spokesperson Chen Binhua, in response to the question, stated that there is only one China in the world, and Taiwan is part of China. This is an unquestionable historical and legal fact, and also the unchangeable status quo in the Taiwan Strait. The Central Peopleโ€™s Government of the Peopleโ€™s Republic of China, as the sole legal government of all China and Chinaโ€™s sole legal representative internationally, naturally fully enjoys and exercises Chinaโ€™s sovereignty, including sovereignty over Taiwan. The DPP authorities distort the special state of long-term political confrontation between the two sides of the Strait, caused by Chinaโ€™s civil war and interference by external forces, into โ€œmutual non-subordination.โ€ This is a separatist claim that disregards the facts and is an out-and-out lie. No matter what the DPP authorities say or do, they cannot change the fact that Taiwan is an inalienable part of Chinaโ€™s territory, nor can they block the great trend of the motherlandโ€™s inevitable reunification.

Chen Binhua said that wanting peace, development, exchanges, and cooperation is the mainstream public opinion in Taiwan society. We are willing to strengthen exchanges and dialogue with all political parties, groups, and people from all sectors of society in Taiwan on the common political basis of upholding the โ€œ1992 Consensusโ€ and opposing โ€œTaiwan independence,โ€ in order to seek peace for both sides of the Strait, well-being for compatriots, and rejuvenation for the nation.

Taiwan Affairs Office: We will never tolerate or indulge any form of โ€œTaiwan independenceโ€ separatist conduct

At the State Council Taiwan Affairs Office press conference on May 27, a reporter asked: Regarding Lai Ching-teโ€™s speech marking the second anniversary of his inauguration, public opinion on the island has pointed out that the DPPโ€™s current strategy has gradually shifted from plotting โ€œde jure Taiwan independenceโ€ to โ€œsubstantive Taiwan independence in identity and culture.โ€ What is your comment on this?

State Council Taiwan Affairs Office spokesperson Chen Binhua, in response to the question, stated that there is only one China in the world, and Taiwan is part of China. This is a historical and legal fact that no one can shake, and it is also the universal consensus of the international community. Taiwan has never been a country, and it is even more absolutely impossible for it to become a country in the future. Out of their nature of seeking โ€œindependenceโ€ and their political self-interest, the DPP authorities are vigorously promoting โ€œcultural Taiwan independenceโ€ and โ€œde-Sinicization,โ€ attempting to distort the national identity of Taiwan compatriots. They are forgetting their ancestors and betraying the nation, and will inevitably be judged by history. We will never tolerate or indulge any form of โ€œTaiwan independenceโ€ separatist conduct. No matter what tricks Lai Ching-te and the DPP change to, they are wasting their efforts. They cannot change the fact that both sides of the Strait belong to one China, cannot sever the blood ties and family affection among Chinese people on both sides of the Strait, cannot erase the imprint of Chinese culture on Taiwan society and Taiwan compatriots, and still less can they block the historical trend that the motherland will ultimately be reunified.

Chen Binhua said that โ€œTaiwan independenceโ€ and peace in the Taiwan Strait are as incompatible as fire and water. He expressed the hope that the broad mass of Taiwan compatriots will clearly see the DPP authoritiesโ€™ true โ€œTaiwan independenceโ€ face and sinister intentions; firmly strengthen their identification with the Chinese nation, Chinese culture, and the great motherland; enhance their ambition, backbone, and confidence as upright Chinese people; join us in firmly opposing all forms of โ€œTaiwan independenceโ€ separatist conduct; and safeguard the common home of the Chinese nation.
