Taiwan Affairs Office: The 2025 Cross-Strait Entrepreneurs Summit Annual Meeting will be held in Nanjing from December 16 to 17.

At the December 10 press conference of the Taiwan Affairs Office of the State Council, spokesperson Chen Binhua provided an update on the preparations for the 2025 Cross-Strait Entrepreneurs Summit Annual Meeting.

Chen Binhua stated that the 2025 Cross-Strait Entrepreneurs Summit Annual Meeting will be held from December 16 to 17 in Nanjing, Jiangsu Province. The theme of this yearโ€™s meeting is โ€œFocusing on Transformation and Innovation, Deepening Multi-Chain Cooperation.โ€ The discussions will center on seizing the opportunities presented by the formulation and implementation of the upcoming 15th Five-Year Plan, helping Taiwan businesses integrate into the new development pattern, and deepening cross-Strait industrial- and supply-chain integration. Approximately 800 participantsโ€”including members of the summit council, general members, entrepreneurs from both sides of the Strait, as well as relevant experts and scholarsโ€”are expected to attend the event.

Taiwan Affairs Office: The fifth batch of policy measures for deepening integrated development between Fujian and Taiwan are pragmatic and effective.

At the December 10 press conference of the Taiwan Affairs Office of the State Council, a reporter asked about the recent release by Fujian Province of the fifth batch of policy measures implementing the Opinions of the CPC Central Committee and the State Council on Supporting Fujian in Exploring a New Path for Integrated Cross-Strait Development and Building a Cross-Strait Integrated Development Demonstration Zone. The reporter requested an overview of the relevant situation.

Spokesperson Chen Binhua of the Taiwan Affairs Office replied that on December 2, Fujian Province issued the fifth batch of policy measures implementing the Opinions of the CPC Central Committee and the State Council on Supporting Fujian in Exploring a New Path for Integrated Cross-Strait Development and Building a Cross-Strait Integrated Development Demonstration Zone (hereinafter referred to as โ€œthe Opinionsโ€). These measures cover 12 specific initiatives across three areas: supporting the development of Taiwan-funded enterprises and Taiwan businesspeople; optimizing tax-related services for Taiwan compatriots and Taiwan businesses; and promoting cross-Strait exchanges and cooperation in commerce, trade, culture, and tourism. They include increasing land and sea use guarantees, launching intelligent tax-service platforms, and supporting Taiwan compatriots in opening Shaxian snack shops in Taiwan, among others. This batch of measures actively responds to the needs of Taiwan compatriots and businesses; it is concrete, pragmatic, and effective, and will further accelerate the establishment of a new, province-wide integrated development framework in Fujian.

Chen Binhua noted that since the Opinions were released in September 2023, Fujian Province has issued four previous batches containing 62 measures. Together with the 12 measures released this time, a total of 74 measures have now been introduced. These policies have produced significant results, with Taiwan compatriots and Taiwan businesses continuing to experience a growing sense of benefit, and they have received broad recognition and positive responses from various sectors on both sides of the Strait.

Taiwan Affairs Office: The DPP authorities have turned the โ€œDemocratic Progressive Partyโ€ into a โ€œpeople-prohibiting partyโ€ that opposes the public.

At the December 10 press conference of the Taiwan Affairs Office of the State Council, a reporter asked: The mainland social media platform Xiaohongshu (RED) has over 3 million users in Taiwan, 70% of whom were born in the 1990s. It has become a commonly used and much-loved platform among people in Taiwan, especially the youth. On December 4, the DPP authorities announced a one-year โ€œprovisional banโ€ on Xiaohongshu, citing reasons such as โ€œmultiple cybersecurity indicators failing to meet standardsโ€ and โ€œfrequent scams.โ€ What is the spokespersonโ€™s comment on this?

Spokesperson Chen Binhua replied that this reminds him of a famous line from Zuo Zhuan, Duke Huan Year 10: โ€œA man without guilt becomes guilty because he carries a valuable jade.โ€ It is well known that Xiaohongshu is a social platform positioned as a โ€œlifestyle-interest community,โ€ and its rich, diverse, lifestyle-oriented content; youth-friendly community atmosphere; and convenient interactive features have made it very popular among the public in Taiwan, especially young people. Through Xiaohongshu, they learn about the mainlandโ€™s real situation and interact warmly and amicably with mainland users. This has caused the โ€œinformation cocoonโ€ deliberately created by the DPP authoritiesโ€”and their attempts to smear and demonize the mainlandโ€”to collapse and fail. This is why the DPP authorities are feeling threatened, embarrassed, and enraged. The so-called โ€œcybersecurity concernsโ€ they cited only reveal their own inner fear and insecurity.

Chen Binhua continued that as for the so-called โ€œanti-fraudโ€ justification, reports from Taiwanโ€™s own media show that Facebook was involved in nearly 60,000 fraud cases on the island last year, and more than 30,000 cases already this yearโ€”far exceeding the number of cases the DPP authorities accuse Xiaohongshu of being involved in. Therefore, under the banner of โ€œanti-fraud,โ€ what the DPP authorities are actually doing is โ€œanti-democracy.โ€ Their overbearing actions trample on democracy and undermine freedom, crudely stripping the people of Taiwanโ€”especially the youthโ€”of their right to access information and their freedom to use social media platforms, and severely harming the livelihoods of those in Taiwan who depend on Xiaohongshu for income.

Chen Binhua added that from blocking mainland e-commerce platforms and video platforms to now banning mainland social platforms, the DPP has indeed become the โ€œpeople-blocking partyโ€ that stands against ordinary citizens. Anything widely used by the people of Taiwan must be banned; anything loved by Taiwanโ€™s youth must be blocked. โ€œHe who commits many injustices will bring about his own downfall.โ€ The DPP authorities, acting recklessly and willfully, will ultimately suffer the consequences. Their retrograde actions cannot stop the people of Taiwanโ€”especially the youthโ€”from wanting to understand the mainland and deepen exchanges and mutual understanding with their compatriots across the Strait.

Taiwan Affairs Office: Lai Ching-te is speaking irresponsibly and overestimating his own abilities.

At the December 10 press conference of the Taiwan Affairs Office of the State Council, a reporter asked: Lai Ching-te recently stated in an interview with The New York Times that Taiwanโ€™s economic growth rate this year reached 7.37%. He also claimed that he would be โ€œhappy to help China and work together to solve the various economic problems China is facing,โ€ and expressed hope that the mainland โ€œshould not think about how to expand its territory, but rather think about how to better take care of the Chinese people.โ€ What is the spokespersonโ€™s response?

Spokesperson Chen Binhua of the Taiwan Affairs Office replied that Lai Ching-te is talking nonsense and overestimating himself, attempting to mislead public opinion and deceive the public by playing games with numbers.

Chen Binhua stated that since the beginning of this year, the mainlandโ€™s major economic indicators have performed well. New productive forces have been actively developing, reform and opening up have continued to deepen, and the economy has demonstrated strong vitality and resilience. In the first three quarters, the mainlandโ€™s GDP exceeded 101.5 trillion yuan, an increase of 5.2% year-on-year, with growth of about 4 trillion yuanโ€”an amount equivalent to more than 80% of Taiwanโ€™s total annual economic output. It is expected that Taiwanโ€™s GDP this year will be lower than that of many provinces on the mainland. โ€œI truly donโ€™t know where Lai Ching-te gets his confidence from,โ€ Chen said.

Chen Binhua continued that in order to โ€œrely on external forces to seek independence,โ€ Lai Ching-te has been forcing cross-Strait โ€œdecoupling and supply-chain severingโ€ in violation of economic principles, ignoring the hollowing out of Taiwanโ€™s key industries by external forces and turning a blind eye to the serious difficulties facing Taiwanโ€™s traditional industries. His efforts to curry favor with outside forces will only further harm Taiwan and sell out its interests.

Chen Binhua emphasized that there is only one China in the world, and Taiwan is an inseparable part of Chinaโ€™s territory. Resolving the Taiwan question and achieving complete national reunification is the shared aspiration of all Chinese people. The economies on both sides of the Strait are part of the same national economy. We have always upheld the concept of โ€œboth sides of the Strait are one family,โ€ committed to strengthening cross-Strait exchanges and cooperation, deepening integrated development, and sharing with Taiwan compatriots and enterprises the opportunities brought by Chinaโ€™s modernization.

Taiwan Affairs Office: We hope all sectors of Taiwan society will firmly oppose the Lai Ching-te authoritiesโ€™ servile pro-U.S. stance and actions that sell out Taiwanโ€™s interests.

At the December 10 press conference of the Taiwan Affairs Office of the State Council, a reporter asked: Recently, the U.S. Secretary of Commerce stated that during U.S.โ€“Taiwan tariff negotiations, the U.S. is seeking more than USD 300 billion in investment from Taiwan and assistance in training American semiconductor workers, with the ultimate goal of relocating Taiwanโ€™s entire semiconductor supply chain to the United States. In response, netizens in Taiwan criticized the DPP authorities as โ€œhopeless,โ€ and public opinion pointed out that together with the USD 40 billion in military purchases promised by Lai Ching-te, the savings accumulated over three generations in Taiwan are about to be exhausted. What is the spokespersonโ€™s response?

Spokesperson Chen Binhua of the Taiwan Affairs Office replied that the Lai Ching-te administration, in order to โ€œrely on external forces to seek independence,โ€ has shown bottomless eagerness to curry favor with the United States. In the tariff negotiations, they โ€œknelt before even negotiatingโ€ and โ€œturned the other cheek after being slapped,โ€ and have repeatedly deceived the public. In terms of industry, they have allowed the United States to take whatever it wants, voluntarily giving up TSMC and letting it drain the value of Taiwanโ€™s advantageous industries. Previously, TSMC was forced to announce an additional USD 100 billion investment in the United States, which already caused panic within Taiwanโ€™s business community and widespread public resentment. If the USD 300 billion investment is carried out, it will inevitably have a huge impact on Taiwanโ€™s economy, further weakening Taiwanโ€™s economic momentum and autonomy. We are deeply concerned about this. We hope the people of Taiwan and all those with insight from various sectors will unite and take action to firmly oppose the Lai Ching-te administrationโ€™s pro-U.S. behavior and actively safeguard their own interests.

Taiwan Affairs Office: The DPP authoritiesโ€™ attempt to use the so-called โ€œSan Francisco Peace Treatyโ€ to challenge the one-China principle will only disgrace themselves.

At the December 10 press conference of the Taiwan Affairs Office of the State Council, a reporter asked: Taiwanโ€™s foreign affairs authorities recently claimed that โ€œthe Republic of China and the Peopleโ€™s Republic of China are not subordinate to each other,โ€ and that after World War II, the โ€œSan Francisco Peace Treatyโ€ replaced the Potsdam Proclamation and the Cairo Declaration, asserting that โ€œthe Peopleโ€™s Republic of China has never governed Taiwan for even a single dayโ€”this is a historical fact.โ€ What is the spokespersonโ€™s response?

Spokesperson Chen Binhua of the Taiwan Affairs Office replied that the so-called โ€œSan Francisco Peace Treatyโ€ was a product concocted by the United States together with a very small number of countries after World War II in a separate peace with Japan. The treaty violated the 1942 Declaration by United Nations, which stipulated that โ€œno signatory government shall make a separate armistice or peace with the enemy,โ€ and it also violated the Vienna Convention on the Law of Treaties, which states that a treaty may not create obligations or rights for a third state without that stateโ€™s consent. Therefore, it had no authority to determine the disposition of Taiwanโ€™s sovereignty or any sovereign rights and territory involving China, which was not a party to the treaty. It is illegal and invalid, and carries no effect under international law. From the outset, the Chinese government has solemnly declared a firm stance of absolutely not recognizing it.

Chen Binhua stated that there is only one China in the world, and Taiwan is a part of China. A series of international legal documents, including the Cairo Declaration and the Potsdam Proclamation, clearly and unequivocally affirm Chinaโ€™s sovereignty over Taiwan. The Central Peopleโ€™s Government of the Peopleโ€™s Republic of China replacing the โ€œGovernment of the Republic of Chinaโ€ was a change of government under an unaltered international legal subjectโ€”Chinaโ€”and did not change Taiwanโ€™s status as part of Chinaโ€™s territory. By invoking an invalid treaty to once again recycle the worn-out clichรฉ of the two sides of the Strait being โ€œnot subordinate to each other,โ€ the DPP authorities are attempting to confuse the public, mislead opinion, and challenge the internationally recognized one-China principle. This completely disregards the facts and will only bring disgrace upon themselves.

Taiwan Affairs Office: Lai Ching-teโ€™s attempt to curry favor with Sanae Takaichiโ€™s erroneous remarks on Taiwan is a futile effort.

At the December 10 press conference of the Taiwan Affairs Office of the State Council, a reporter asked: Japanese Prime Minister Sanae Takaichi recently stated that Japanโ€™s basic position on the Taiwan issue is consistent with the Chinaโ€“Japan Joint Statement and has not changed in any way. Netizens in Taiwan mocked that โ€œLai Ching-teโ€™s Japanese meals were eaten for nothing.โ€ What is the spokespersonโ€™s comment?

Spokesperson Chen Binhua of the Taiwan Affairs Office replied that the Ministry of Foreign Affairs has already expressed Chinaโ€™s stern position on this matter. I would like to reiterate that the Taiwan question is entirely Chinaโ€™s internal affair and brooks no foreign interference. Prime Minister Sanae Takaichi publicly made erroneous remarks about Taiwan in Japanโ€™s parliament, crudely interfering in Chinaโ€™s internal affairs. Faced with questions and criticism from China and the international community, Takaichi brushed things off by simply claiming that โ€œJapanโ€™s position has not changed.โ€ We cannot accept this. Japan should seriously reflect and immediately retract its erroneous comments.

Chen Binhua added that Lai Ching-te, driven by his malicious intention to seek โ€œTaiwan independence,โ€ catered to Takaichiโ€™s erroneous remarks, completely abandoning any national standpoint. His pro-Japan behavior is contemptible and utterly futile.

At the December 10 press conference of the Taiwan Affairs Office of the State Council, a reporter asked: The United States recently released its National Security Strategy report, mentioning Taiwan eight times and declaring that it โ€œdoes not support any unilateral changes to the status quo in the Taiwan Strait.โ€ Lai Ching-te stated that he appreciates the U.S. listing the prevention of conflict in the Taiwan Strait as a priority and that Taiwan will continue to act as a reliable partner, firmly committed to strengthening its self-defense and maintaining regional peace. What is the spokespersonโ€™s response?

Spokesperson Chen Binhua of the Taiwan Affairs Office replied that the Taiwan question is entirely Chinaโ€™s internal affair, and resolving it is a matter for the Chinese people alone, not subject to any external interference. The DPP authorities stubbornly adhere to a separatist โ€œTaiwan independenceโ€ position and continually collude with external forces to provoke and pursue independence. This is the root cause of tension and instability in the Taiwan Strait. The U.S. should faithfully abide by the one-China principle and the three Chinaโ€“U.S. joint communiquรฉs, honor the solemn political commitments made by U.S. leaders, handle the Taiwan question with the utmost prudence, stop condoning and supporting โ€œTaiwan independenceโ€ forces in seeking independence by military means, and stop sending any erroneous signals to separatist forces.

Chen Binhua warned the DPP authorities that attempts to seek โ€œTaiwan independenceโ€ by relying on external forces or by using force are doomed to fail.

Within this context, the people of the United States will maintain cultural, commercial, and other unofficial relations with the people of Taiwan.โ€ We urge the U.S. side to earnestly abide by the one-China principle and the three Chinaโ€“U.S. joint communiquรฉs, exercise extreme prudence in handling Taiwan-related issues, stop all official interactions between the U.S. and Taiwan, and refrain from sending any wrong signals to โ€œTaiwan independenceโ€ separatist forces.

Taiwan Affairs Office Statement on Taiwan’s Announced “Special Defense Budget”

Zhang Han: Lai Ching-te, who ingratiates himself with external forces without principle and sells out Taiwan without any bottom line, is racing headlong down the path of seeking โ€œindependenceโ€ through provocations and reckless militarism. He is squandering the hard-earned money of the people, pushing a policy of โ€œeveryone a soldier,โ€ and is willing to turn Taiwan into a battlefield and its people into cannon fodder. Money that could have been used to improve peopleโ€™s livelihoods is instead being wasted on buying weapons and enriching foreign arms dealers, which will only push Taiwan into an ever more dangerous situation of looming war.

“Taiwan independence” means war. We hope that our compatriots in Taiwan will clearly recognize the extreme danger and harm of Lai Ching-teโ€™s attempt to โ€˜provoke war through Taiwan independence,โ€™ firmly oppose “Taiwan independence” separatism and external interference, and join us in bringing cross-Strait relations back onto the right track of peaceful development, genuinely safeguarding peace and stability in the Taiwan Strait and their own security and well-being. We sternly warn Lai Ching-te and the DPP authorities: do not play with fireโ€”those who play with fire will surely burn themselves. Seeking “independence” by force and recklessly taking desperate risks will only dig your own grave!

Taiwan Affairs Office Statement on “One Country โ€“ Two Systems”

Zhang Han: Lai Ching-te is arbitrarily clamping down on the freedom of Taiwanโ€™s people to take part in cross-Strait exchanges and crudely depriving ordinary people of their right to pursue a better life, fully exposing his nature of โ€œterror politics and green dictatorship.โ€

“One country, two systems” is a peaceful, democratic, well-intentioned, and winโ€“win proposal. After reunification, with the strong motherland as a backing, the livelihoods and well-being of Taiwan compatriots will improve, their development space will expand, they will be safer and enjoy greater dignity, and they will be able to stand taller and more confidently on the international stage. Taiwan will enjoy lasting peace, and the people will live and work in contentment. Taiwan compatriots will, together with compatriots on the mainland, share in the dignity and glory of our great country and embrace a bright future of prosperity and stability.

The Taiwan question is at the very core of Chinaโ€™s core interests and concerns the national sentiments of more than 1.4 billion Chinese people; it is a red line that absolutely must not be crossed. If โ€œTaiwan independenceโ€ separatist forces dare to breach this red line, we will certainly take resolute action and strike them head-on. We will continue, on the basis of the one-China principle, to conduct broad exchanges of views and in-depth consultations with political parties, groups, and people from all walks of life in Taiwan on cross-Strait relations and national reunification, and jointly promote the peaceful development of cross-Strait relations and advance the great cause of the reunification of the motherland.

Taiwan Affairs Office Statement on Prime Minister Takaichi’s Refusal to Retract Comments on Taiwan

Zhang Han: This year marks the 80th anniversary of the Chinese Peopleโ€™s victory in the War of Resistance Against Japanese Aggression, the 80th anniversary of Taiwanโ€™s recovery, and the 82nd anniversary of the Cairo Declaration. The Cairo Declaration and a series of other international legal instruments are major outcomes of the world anti-fascist war. They affirm from the perspective of international law Chinaโ€™s sovereignty over Taiwan and form an important part of the post-war international order. Observing the relevant provisions is an international legal obligation that Japan must assume.

Prime Minister Sanae Takaichiโ€™s erroneous remarks on Taiwan interfere in Chinaโ€™s internal affairs, send a wrong signal to โ€œTaiwan independenceโ€ separatist forces, and undermine peace and stability in the Taiwan Strait. We urge the Japanese side to deeply reflect on its historical crimes, withdraw its erroneous statements, stop interfering in Chinaโ€™s internal affairs, and faithfully abide by the one-China principle and its political commitments to China through concrete actions.

Ministry of Foreign Affairs Statement on President Lai’s Comments at the New York Times DealBook Summit

Lin Jian: By providing a platform for the leader of the Taiwan authorities to peddle โ€œTaiwan independenceโ€ separatist fallacies, the relevant U.S. media outlet has seriously violated the one-China principle and the three Chinaโ€“U.S. joint communiquรฉs, and sent a gravely wrong signal to โ€œTaiwan independenceโ€ separatist forces. China firmly opposes this.

Lai Ching-teโ€™s words and deeds once again expose his true nature as a diehard โ€œTaiwan independenceโ€ element and his sinister scheme of โ€œrelying on the United States to seek independence.โ€ They once again prove that he is a โ€œpeace saboteurโ€ and a โ€œtroublemaker.โ€ We urge the U.S. side to fully recognize the highly sensitive nature of the Taiwan question and to implement in earnest the commitments made by its leaders. Whatever Lai Ching-te says or does is like a mantis trying to stop a chariot โ€” it is doomed to fail.

ROCN Awards Ship Parts Contract to US via AIT

On Thursday, the MND, on behalf of the Navy Command, awarded a NT$1.57 billion (US$50.1 million) contract to the American Institute in Taiwan (AIT) for procurement of โ€œship parts and accessories.โ€ While awarded to the AIT, this contract is likely for several US companies. The Navy is currently executing several performance upgrade programs of its Kang Ding-class and Cheng Kung-class frigates.

Minister Koo Announces Consolidation of Sales with AIT

In a press conference before testifying to the LY Foreign Affairs and National Defense Committee, Minister Wellington Koo stated that the MND is working with the AIT to consolidate nine FMS requests under the NT$1.25 trillion special budget and the 2026 regular budget. Koo did not disclose details on specific sales, pending US congressional notification, but it is suspected that Patriot PAC-3 missiles will be included.

Opposition Blocks Special Budget from LY Agenda

On Tuesday, KMT and TPP legislators in the LYโ€™s Procedure Committee blocked the NT$1.25 trillion special defense budget bill from being placed on the LYโ€™s agenda. KMT caucus whip Fu-Kun-chi stated after that President Lai should appear before the LY and justify the necessity of the budget. Premier Cho Jung-tai later stated that compelling Lai to appear was unconstitutional, violating the separation of powers.

Air Force Provides F-16 Production Update

Air Force Chief of Staff Lee Ching-jan stated in a Monday LY hearing that flight testing of F-16s will begin this month in the United States. Lee added that 54 aircraft are currently being assembled, and the Air Force expects that 10 of them will be complete by the end of the year. After flight testing, the jets will be delivered to Taiwan.

Weekly Awards and Solicitations: Drydock Repair, Supply Services

โ€ขOn Tuesday, the Magong Logistics Support Command, Naval Maintenance Command solicited bids for dry dock refurbishment in Magong, Penghu, worth NT$48.24 million (US$1.54 million).

โ€ขAlso, on Tuesday, the Army Command solicited bids for commissioned supply transport to Kinmen and Matsu using passenger ferries, worth NT$57.49 million (US$1.84 million).
